Foreign nationals with a Canadian Armed Forces (CAF) job offer can apply for permanent residence through a new Express Entry category starting in 2026. This “Skilled military recruits” category operates within IRCC’s existing category-based selection system.

Candidates must first qualify for one of the three core Express Entry programs—Federal Skilled Worker, Federal Skilled Trades, or Canadian Experience Class—and maintain an active profile. When IRCC conducts a Skilled Military Recruits draw, eligible candidates are ranked by their Comprehensive Ranking System (CRS) score. Those with the highest scores receive Invitations to Apply (ITAs).

At a glance

A new Express Entry category for skilled military recruits with CAF job offers launches in 2026.

  • Candidates must first qualify for a core Express Entry program to enter the pool
  • Category-based draws rank eligible candidates by CRS score for ITAs
  • The CAF job offer replaces LMIA requirements in this pathway
  • Full eligibility details are published in each round's official instructions
  • Maintain an active, accurate Express Entry profile while awaiting draws

Category-Based Selection Process

IRCC uses category-based rounds to address specific labour market needs. For military recruits, the department will announce rounds in advance, though timing and frequency are not predetermined. Categories are selected based on labour market projections and consultations with provinces, territories, and stakeholders.

To be considered, maintain a valid Express Entry profile. IRCC identifies candidates who meet category requirements, ranks them by CRS score, and invites the top-ranking candidates. ITA recipients have 60 days to submit a complete permanent residence application.

Eligibility and Application Requirements

The foundational requirement is a formal job offer from the Canadian Armed Forces. Full eligibility details will be specified in each round’s instructions. Candidates must also meet all standard Express Entry criteria, including program eligibility and admissibility requirements.

The permanent residence application uses the Generic Application Form for Canada (IMM 0008), submitted online through the Permanent Residence Portal. This form captures personal details, language preference, intended province of residence, and other core information. Ensure accuracy—discrepancies between your Express Entry profile and application can lead to refusal.

How This Pathway Differs

This category creates a direct route to permanent residence for individuals with military skills that align with CAF recruitment needs. Unlike some other pathways, it does not require a Labour Market Impact Assessment (LMIA) because the CAF job offer serves as the key credential. The process mirrors other category-based selections, such as the STEM category or the Physicians with Canadian experience category, where specific occupational qualifications trigger eligibility.

Successful applicants navigate the standard permanent residence process after receiving their ITA, including medical exams, police certificates, and proof of funds if required by their underlying Express Entry program. The CAF job offer must be valid at application and maintained through processing.

Next Steps for Candidates

If you have a CAF job offer, first ensure you meet criteria for one of the three Express Entry programs and create a profile. Monitor IRCC’s website for announcements about Skilled Military Recruits rounds, which specify exact requirements and cut-off scores. Keep your profile updated with any changes to work experience, language test results, or family status.

Category-based draws occur when IRCC determines they’re needed to meet economic goals. Candidates should also be prepared for potential invitations through general Express Entry rounds. The Express Entry draw results page provides ongoing updates on all invitation rounds.
